"Polttoainevero yms. haittaverot ovat tarpeellisia ulkoishaittojen hinnoittelemiseksi. Näiden haittaverojen tuoton tulouttaminen saasteista kärsiville ihmisille on hankalaa, joten tuottoa voidaan yhtä hyvin käyttää yövartijavaltion menojen kattamiseen.
